Wird der Fußball kaputt geschützt?
Bundeskartellamt stellt sich bei zentraler TV-Vermarktung der Bundesliga stur
Frankfurt am Main/Düsseldorf - Es wird wohl nicht zum Untergang des deutschen Fußballs kommen, aber die Entscheidung des Bundeskartellamtes http://www.bundeskartellamt.de, das von der Deutschen Fußball-Liga (DFL) http://www.dfl.de geplante TV-Vermarktungsmodell abzulehnen, hat für großen Unmut gesorgt. Nach Ansicht des Kartellamtes stellt die Zentralvermarktung der Fernsehrechte durch die DFL eine Kartellvereinbarung dar, die aber nur zulässig sei, wenn der Verbraucher angemessen an dessen Vorteilen beteiligt werde. Diese Vorteile definiert das Kartellamt unter anderem in der Zusammenfassung der Erstliagspiele vor 20 Uhr im frei empfangbaren Fernsehen. Bayern-Vorstandschef Karl-Heinz Rummenigge sprach vom drohenden Verlust der internationalen Wettbewerbsfähigkeit, DFL-Präsident Reinhard Rauball sieht den deutschen Fußball um Jahre zurückgeworfen. Nun wird es erst einmal keine höheren Einnahmen aus den TV-Geldern für die Bundesliga-Vereine geben. „Das wird sich negativ auf die Spielqualität auswirken. Das Volksgut wird mehr und mehr leiden. Bis am Ende der deutsche Profi-Fußball auf griechischem Niveau angekommen ist. Er wurde dann kaputt geschützt“, kommentiert Marco Klewenhagen im Sponsoringmagazin Sponsors http://www.sponsors.de. Unter dem Strich habe das Kartellamt eine Entscheidung getroffen, „die mit der Wirklichkeit der europäischen Fußball-Ligen nur wenig zu tun hat“, meint der Sponsors-Mitherausgeber. 80 Millionen Euro Mehreinnahmen pro Jahr zu den bisherigen 420 Millionen hatten sich die Vereine der ersten und zweiten Liga vom neuen Vermarktungsmodell versprochen. Weil die beiden Ligen dabei im Verhältnis 79 zu 21 beteiligt werden, hätten sich alleine die 18 Ertsligaclubs 64 Millionen Euro Zusatzeinahmen teilen können - Peanuts im internationale Vergleich: „Die 20 Vereine der englischen Premier-League strichen in der abgelaufenen Spielzeit allein 1,2 Mrd. Euro an TV-Geldern ein“, bereichtet die Tageszeitung Die Welt http://www.welt.de. Neue Geldquellen scheinen nicht in Sicht. Denn die Einnahmen aus Merchandising, Trikot-Sponsoring und Ticket-Verkauf gelten trotz neuem Dauerkartenrekord als weitgehend ausgereizt. Und: „Geld von Sportwetten-Anbietern, die sich international stark im Sponsoring engagieren, fließt hierzulande wegen des staatlichen Wettmonopols nur spärlich“, so das Blatt. „Die Argumente des Kartellamtes sind sehr konstruiert und anmaßend: Wer bitte definiert denn, dass eine Zusammenfassung im Free-TV vor 20 Uhr verbraucherfreundlicher ist als eine spätere Zusammenfassung der Erstligaspiele“, kommentiert Peter Schatton, Vorstand des Düsseldorfer Sportwettenanbieters Top-Wetten AG http://www.top-wetten-ag.de. Schließlich würden auch Berichte über die beiden Sonntagspartien erst nach 22 Uhr im frei empfangbaren Fernsehen gezeigt, und das seien oft sogar Top-Spiele. Fußball sei derzeit für den Fan in keiner europäischen Top-Liga so günstig zu bekommen wie in Deutschland, so Schatton. Die DFL hat unterdessen angekündigt, rechtliche Schritte gegen das Kartellamt einzuleiten, nachdem die Behörde auch einen neuerlichen Kompromissvorschlag abgelehnt hat. Der Ligaverband hatte angeboten, die Berichterstattung im frei empfangbaren Fernsehen vor 20 Uhr selbst zu produzieren und auf ihrem eigenen Ligakanal im digitalen Fernsehangebot in der Zeit zwischen 19:30 und 20 Uhr zu senden. Für das Bundeskartellamt war jedoch auch in dieses Modell nicht im Sinne der Verbraucher. Am Rande des Trainingslagers der Fußball-Nationalmannschaft in Herzogenaurach hat sich auch DFB-Team-Manager Oliver Bierhoff kritisch gegenüber der Kartellamtshaltung geäußert. Die Welt zitiert ihn: „Die gesellschaftliche und wirtschaftliche Bedeutung des Fußballs wird in Deutschland trotz aller Sonntagsreden der Politiker immer wieder unnötig in Frage gestellt und somit nicht angemessen gewürdigt. Mich würde mal interessieren, was passiert, wenn wie in den USA oder Italien die ganze Liga streikt und damit den Spielbetrieb an mehreren Wochenenden einstellt."
